Solved Adsense approval pending can I join freedom network

I have completed he 4000 hrs of watch time and have morethan 1000 subs around 7000 at present but monetisation is under review can I join freedom network

You can already apply to join the Network though your channel will not be reviewed until monetization is enabled.
