Location of the eighth Minku.
After you have vanquished the Frost Dragon, liberated the Fire Scroll, returned to Grillin' Village, AND saved Steamwood again...
As you make your way to the Wind Scroll - though the cavern at the underground lake - you will find the Minku meandering about.
