You can buy it from the Adobe website, although it is a subscription service for it and not a one time payment.

There is no longer a one off purchase price, which used to be a few hundred dollars.

If you buy the full version If I am correct in saying you get what you get and you don`t get the latest updates. Monthly payment version you get access to all updates. Few days ago updated to 2017 version

You do have the option to buy monthly or yearly. But That's it I'm afraid.

Yes, I would reccomend the Adobe creative cloud liscence, I use it daily and it gives you access to which ever products you subscribe and pay for, so you can get like Photoshop, Premiere and After effects in one bundle for a monthly/yearly fee
