its been about 2 -3 months now and on my youtube dashboard it was like $18 then $14 > $16 then $9 now and i haven't got paid. i have everything connected 2.

Your revenue from YouTube dashboard can change throughout the month based on the amount of views you get or the watch time - If you with Freedom this is paid via paypal at the end of the month, if you have a paypal account connected you may need to log in to accept your first payment and then request a catch up payment. If you are not linked with a network then chances are your revenue is done by adsense, as such you would need to reach their payment threshold before they pay you - which I believe is £100 or the equivalent in your local currency
